Yes, this is a big breakthrough. One of many to come as well. There are currently a few hydrogen fueling stations using solar power at the stations to generate hydrogen from water via electrolysis.
I think a breakthrough in solar energy will lead to a breakthrough in hydrogen as well. Imagine solar panels atop every gasoline station, generating hydrogen on demand.
